The new process is sometimes described as a “self-service tax refund” because travelers can use airport or seaport procedure terminals. However, the terminal confirms the export procedure—it does not mean every traveler receives cash directly from the machine.
Refund methods are determined by the tax-free shop or the refund service provider working for that shop. Options may include a bank transfer, credit-card refund, app-based refund or cash at the departure point.

The Japan Tourism Agency states that the new system applies to qualifying purchases made on or after November 1, 2026. A visitor traveling across the transition date could therefore have purchases handled under two different procedures.
Who Is Eligible for Tax-Free Shopping in Japan?
Tax-free shopping is not available to every foreign passport holder. Eligibility depends on non-resident status, entry conditions, length of stay, the participating shop and the goods purchased.
According to the official traveler eligibility guidance, qualifying foreign nationals generally include eligible non-residents who can confirm that they have been in Japan for less than six months since entry. Applicable landing status and identification requirements must also be satisfied.
- You must meet Japan’s eligible non-resident visitor conditions.
- The retailer must participate in the tax-free shopping system.
- The products and transaction must meet the applicable requirements.
- You must present the identification required by the shop.
- You must personally take the eligible goods out of Japan.
- You must complete the departure procedure within the required period.
Japanese nationals living overseas may also qualify under separate conditions when they can prove continuous residence outside Japan for at least two years using accepted documents.

How Japan Tax-Free Shopping Works from November 1, 2026
Choose a Participating Shop
Confirm that the actual branch participates in the new refund system. A brand may have both participating and non-participating locations.
Present the Required ID
Follow the shop’s identification procedure. Bring your original passport or another officially accepted document for your visitor category.
Pay the Tax-Inclusive Price
The consumption tax is not removed at checkout under the new refund method. Make sure your payment method can cover the full amount.
Register the Refund Method
The shop or its refund provider will explain how to register the available refund destination. The method is not identical at every retailer.
Keep Every Item Available
Keep the goods, transaction information and related documents together. Do not consume or lose an item included in the qualifying transaction.
Complete Departure Confirmation
Within 90 days of purchase, complete the customs procedure before checking in baggage at the airport or seaport where you leave Japan.
How to Complete the Japan Airport Tax Refund Procedure
- Go to the international departure lobby with your passport and all qualifying goods.
- Do this before giving any suitcase containing tax-free goods to the airline.
- Find the tax-free procedure terminal or designated electronic terminal.
- Scan or present your passport according to the terminal instructions.
- Check whether the terminal displays a Green Result or Red Result.
- If Red appears, take the goods to the designated customs inspection area.
- After successful customs confirmation, follow the refund arrangement registered with the shop or refund provider.
The official guidance says the terminal passport scan itself may take only a few seconds. This does not mean the entire airport process will always be fast. A Red Result requires an inspection, and queues may vary.
Can Visit Japan Web Be Used?
At seven major airports, eligible travelers may also be able to complete the process through Visit Japan Web while connected to designated wireless LAN in the international departure lobby and before the security checkpoint.
This option is location-dependent and does not mean travelers can finish the departure procedure from their hotel. Check the current official Visit Japan Web information before departure.
What Do Green Result and Red Result Mean?
Customs can require travelers to present the goods. Pack purchases so they can be found without unpacking an entire suitcase in a crowded airport lobby.
For items priced at ¥1,000,000 or more before consumption tax, customs may also request documents such as a certificate of authenticity or warranty.
Complete the Tax Refund Procedure Before Checking Your Bags
The tax-free procedure terminals and customs inspection areas are located in the international departure lobby before baggage check-in.
If your journey begins with a domestic flight and later connects to an international flight, complete the procedure at the airport from which you actually leave Japan—not automatically at the first domestic airport.
- Keep tax-free purchases together and accessible.
- Arrive in the international departure lobby.
- Complete the terminal procedure and any required inspection.
- Only then check the suitcase with the airline.
- Continue through security and immigration according to airport instructions.

Can You Use Food or Cosmetics in Japan?
Removing the special sealed packaging does not mean that consumable goods can be used freely before departure. If food, beverages, cosmetics or other consumables are partly or completely consumed in Japan, they are not eligible for the customs confirmation and refund.
Customs checks each purchase transaction, such as one receipt. If even one item from that transaction is missing, none of the tax-free goods connected to that transaction may qualify for the refund.
Can You Mail the Goods Home Yourself?
The separate-shipment method allowing purchasers to send their own tax-free goods overseas as parcels was abolished on March 31, 2025. Under the new method, you should not assume that mailing the goods yourself proves export.
Store-arranged overseas shipping may follow different procedures. Ask the participating retailer directly before purchasing.
How Will You Receive the Japan Tax Refund?
Customs confirms whether the goods are being taken out of Japan. The refund is then provided by the tax-free shop or a refund service provider appointed by that shop.
The official guidance lists possible refund methods including:
- Bank-account transfer
- Credit-card refund
- App-based refund
- Cash refund at the departure point after customs confirmation
Not every retailer must offer every method. Ask the shop:
- Which refund methods are available?
- Does the provider charge a processing fee?
- Will the refund be issued in yen or another currency?
- How long does processing normally take?
- Which card, account or app information is required?
- What proof should be kept if the refund does not arrive?
Do not assume the refund will equal a simple percentage of the shelf price. The final amount can be affected by the applicable consumption-tax rate, eligible transaction value and any service charge disclosed by the shop or refund provider.
